About the Programs

Southside Neighborhood InitiativeOperating through the Planning Department, the City of Paducah has collaborated with Southside residents and community stakeholders to create housing centric and economic opportunity focused programming for Southside neighborhoods. These programs aim to offer grant funding for repairs for small local businesses, to rehabilitate and improve the conditions of existing homes, and to incentivize new residential development. The available programs are as follows:

  • Southside Business Improvements Grants (Roof Stabilization and Beautification Grants) - These grants are open to all Southside Neighborhoods. Applications are accepted during a specified period of time.
  • Southside Home Repair Microgrant - This grant operates within a defined program area as shown on the application. Applications are accepted at any time.
  • Southside Home Rehabilitation and New Construction Incentive Program - This grant operates within a defined program area as shown on the application. Applications are accepted at any time.

Southside Business Improvements Grant Program

Southside Business Improvements Grants

NOTE: The application period for business grants closed August 25, 2023. 

The Business Improvements Grants (Roof Stabilization and Beautification) are open to all small businesses located within the Southside neighborhoods (see program area map). Small businesses are defined as employing 50 or fewer people. 

MAP - Business Improvements Grants Program Area

1. Roof Stabilization Grant - The Roof Grant will fund partial and full roof repairs and will match the investment up to 50%. 

2. Beautification Grant - The Beautification Grant will fund repairs, replacements, and upgrades to building exteriors and will match the investment dollar-for-dollar up to a maximum of $5,000.

Southside Home Repair Microgrant

The Home Repair Microgrant is intended for small exterior projects for residential homes located within the defined program area which includes sections of the Walter Jetton and Uppertown neighborhoods. The funds will be given as a 50/50 matching reimbursement of the applicant’s investment. Applications for the Home Repair Microgrant are accepted at any time.

MAP - Home Repair Microgrant Program Area (Phase 1)

The structure of the program is as follows:

  • Required minimum: $500 (would be matched with a $250 reimbursement).
  • Maximum investment: No maximum for your project total, but the maximum awarded match is $5,000. After a $10,000 investment is reached, awarded funds will not increase further.
  • Only owner-occupied units are eligible to receive funds.
  • This microgrant will operate in the defined program area as shown on the application.
  • Reimbursement funds will be given after the completion of approved projects.

Examples of eligible projects include window replacement, siding repair, porches, accessibility ramps, and exterior lighting.

Southside Home Rehabilitation and New Construction Incentive Program

The Home Rehabilitation and New Construction Incentive Program is intended for larger projects that focus on a comprehensive rehabilitation of a home or the construction of a new home within the defined program area which includes sections of the Walter Jetton and Uppertown neighborhoods. This incentive provides a rebate on investments ranging from 15% to 20% or to a maximum of $27,000. Applications for the Home Rehabilitation and New Construction Program are available anytime.

MAP - Home Rehabilitation and New Construction Program Area (Phase 1)

The structure of the program is as follows:

  • Required minimum investment: $50,000. Rebate to be matched with 15% of eligible expenses. Up to 20% is available if Beyond Code building requirements are met.
  • Maximum investment: No cap on investment but maximum award is $27,000
  • Only owner-occupied units are eligible to receive funds.
  • This program will operate in the defined program area as shown on the application.
  • Funds are disbursed as a forgivable, 0% interest mortgage document over a 5-year period.

Examples of eligible projects include structural rehabilitation of existing foundation or walls, interior upgrades such as plumbing or electrical, and new residential construction.
